简要规格描述或项目基本概况介绍、用途：本项目拟开展实有人口信息采集工作。主要工作内容包括：发现并做好来沪、返沪人员的信息维护；对重点区域加大采集、整治力度；结合本区街镇实有人口信息采集专职队伍建设，充分发挥居村各类叠加采集力量，及时发现并获取辖区内人员变动情况。

Brief specification description or basic overview of the project: This project intends to carry out the collection of actual population information. The main job contents include: discovering and maintaining the information of people coming to and returning to Shanghai; Intensify the collection and rectification efforts in key areas; In combination with the construction of the dedicated team for collecting the actual population information of the sub-districts and towns in this district, give full play to the various superimposed collection forces of communities and villages, and promptly discover and obtain the personnel changes within the jurisdiction. For specific content and requirements, please refer to Chapter Three of the tender documents - Service Requirements.
合同履约期限：2025年7月1日至2026年6月30日。

二、申请人的资格要求2. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the Government Procurement Law of the Peoples Republic of China;
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业均不执行价格扣除优惠 ；（2）残疾人福利性单位，并将其视同小微型企业；本项目中小企业所属的行业为租赁和商务服务业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measure, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price deduction benefits will be applied to small and medium-sized enterprises. (2) Welfare units for the disabled and treating them as small and micro enterprises; The industry to which the small and medium-sized enterprises in this project belong is leasing and business services.
(c)本项目的特定资格要求：1、未被信用中国（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人或非法人组织；
3、本项目不允许转包、分包。(c)Specific qualification requirements for this program: 1. Not included in the list of dishonesty executors, major tax violation dishonest entities, or serious illegal and dishonest behaviors in government procurement on Credit China (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp.gov.cn); 2. It must be a legal person or unincorporated organization established in accordance with the law within the territory of China. 3. Subcontracting or assignment of this project is not allowed.
